The Council by a five (5) out of seven (7) vote of all members of Council, shall appoint a Manager for an indefinite term and shall fix compensation. The Manager shall be appointed on the basis of executive and administrative qualifications. The Manager need not be a resident of the City or the State at the time of appointment, but shall reside therein during tenure of office as Manager, beginning not more than six (6) months after appointment.
