In addition to the boards, commissions, and authorities created by this Charter or amendments thereto, the Council may establish such boards, commissions, and authorities as it may deem necessary and determine their powers and duties, except that no power or duty shall be taken from any board, commission, or authority created by this Charter or amendments thereto. The Council also has the authority to dissolve those boards, commissions, and authorities deemed unnecessary, except for those boards and commissions expressly created by this Charter.
