280.14 SITE CRITERIA.
(a) Site criteria for determining tree planting locations:
(1) Probability of long-term tree survival.
(2) Visibility of site.
(3) Overall benefit to the community.
(b) No single species shall make up more than fifteen percent (15%) of the total tree population on public land:
(1) To prevent epidemic disease.
(2) To prevent uniform senescence.
