660.03 LITTERING.
(a) No person shall, without lawful authority, place or dispose of in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety. (b) No person shall deliver, distribute or otherwise place newspapers, advertising material, flyers, handbills or other like materials in the Municipality by placing the same on streets, sidewalks, parks, lawns, unenclosed porches and the like, unless the same are placed in a receptacle furnished by the recipient for that purpose, or firmly secured to a door knob or door handle, or placed between a door and a screen door or storm door, or otherwise secured to prevent scattering, blowing and littering.

(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
