1028.40 RESPONSIBILITY.
The owner of the facilities to be constructed, installed or maintained pursuant to this chapter and, if different, the Permit Holder, are responsible for the performance of and compliance with all provisions of this chapter. Any person who performs work in the right-of-way without obtaining the permits required in this chapter shall be required to obtain the appropriate permit at two times the cost provided in this chapter, and provide a bond as specified in this chapter.
