826.20 SIGN PERMIT APPLICATION AND FEES.
(a) No sign, except those listed in Sections 826.24.

(b) Permits shall bear a fee as set forth in Appendix A of Chapter 1464 of the Codified Ordinances. However, permits issued for signs already erected or displayed at the time of permit application shall bear twice the current fee. No fee shall be charged for unregulated signs, or signs not requiring a permit.

(c) Sign permits may also be subject to State of Ohio surcharges.
(d) Sign permit applications may be made only by the owner or lessor for parcels occupied by more than one lessee, such as office buildings and shopping centers.
