In exercising the powers set forth in Sections 1262.21, inclusive, the Board of Zoning Appeals may, so long as such action is in conformity with this Zoning Code, reverse or affirm, wholly or partly, or modify, an order, requirement, decision or determination of the Building and Zoning Inspector and to that end shall have the powers of the Inspector. The concurring vote of five members of the Board is necessary to reverse any order, requirement, decision or determination of the Inspector. The concurring vote of four members of the Board is necessary to decide in favor of the applicant on any matter upon which it is required to pass under this Zoning Code or to effect any variation in the application of this Zoning Code.
